US Military Pigeon Guided Missile Project in World War II

During World War II, the United States military explored unconventional methods to increase bombing accuracy, leading to the development of Project Pigeon. Led by behavioral psychologist B.F. Skinner, this initiative aimed to use pigeons as organic guidance systems for missiles, utilizing the birds’ exceptional vision and responsiveness to conditioning to steer munitions toward specific ground targets.

The Origins and Logic of Biological Guidance

The concept emerged from Skinner’s observation of birds’ maneuverability and visual acuity. At the time, aerial bombing lacked precision, creating a need for a more reliable targeting system. Skinner hypothesized that pigeons could be trained as biological “devices” to guide shells or missiles after they were released from an aircraft.

Pigeons were selected over other species due to several specific advantages:

  • High predictability in behavioral responses.
  • Exceptional eyesight and the ability to distinguish various colors.
  • Ease of handling compared to other animals.

To facilitate this, Skinner developed specialized harness-like jackets made from men’s socks. These garments secured the birds’ bodies and wings while allowing their heads and necks to move freely, enabling them to interact with the guidance interface.

Training Methods and Technical Execution

The training process relied on operant conditioning. Pigeons were presented with images of targets, such as ships or buildings, on a screen. Using grain kernels as a positive reward, Skinner trained the birds to peck at the target image. The efficiency of this method was significant; birds were capable of performing approximately 10,000 pecks within 45 minutes, averaging 222 pecks per minute.

The Evolution of the Guidance System

The technical implementation evolved through several iterations. Early versions utilized lightweight rods attached to the pigeons’ necks with electrical contacts, allowing the bird to steer the missile by moving its head in different directions. This early phase of the Pigeons in a Pelican study received funding from the Office of Scientific Research and Development in 1943.

By 1948, the project was revived as Project Orcon under the interest of the U.S. Navy. This version featured a more sophisticated nose cone, which can be seen in the Gift of B. F. Skinner/Smithsonian archives. The refined system included:

  • A lens in the glide bomb nose that projected real-time ground images onto a conductive screen.
  • Gold electrodes fitted to the pigeons’ beaks to track pecking locations.
  • Servo motors that adjusted the bomb’s wings based on the bird’s input.

Termination and Technological Impact

Despite the successful performance of the pigeons using combat projections and hemp seed incentives, the military eventually shifted toward purely electronic solutions. The project was officially terminated in 1953 as electronic guidance systems became more reliable and efficient. This transition occurred in a broader context of rapid military advancement, similar to the technological shifts seen around the atomic bombing of Nagasaki and the end of World War II.

While the pigeon-guided missile was never deployed in active combat, the project yielded a practical technological byproduct. The conductive screen developed for the pigeons was later integrated into U.S. warship combat control centers to track attacking aircraft, providing a lasting utility to Skinner’s behavioral experiments.
